15th session of the Intersputnik Operations Committee

November 1, 2012 — Attended by the delegations from twelve Intersputnik member countries, the 15th meeting of the Operations Committee was held in Moscow, Russia on the invitation of the Russian Satellite Communications Company (RSCC) — Intersputnik Signatory from Russia.
The meeting was timed to the celebration of the 45th anniversary of RSCC. Noting the long-term strategic cooperation between the Intersputnik Organization and its Russian Signatory, the heads of the two organizations expressed their intention to add new aspects to the long history of successful mutual relations, and signed an agreement on cooperation between RSCC and Intersputnik’s subsidiary Intersputnik Holding Ltd.
During the meeting, the appointed national Signatory from the Somali Republic that acceded to Intersputnik in early 2012 signed Intersputnik’s Operating Agreement.
The meeting was attended by the observer — official representative of the Republic of Guinea-Bissau whose Government considers joining Intersputnik.
The delegates addressed a wide range of agenda items related to Intersputnik’s current performance and future prospects. A report on Intersputnik’s activity in the period after the previous meeting of the Committee was presented by the Director General of Intersputnik. The Directorate’s efforts over this period won a high appraisal. Also, the delegates upheld the reorganization of the Intersputnik Holding group of companies, which started earlier this year.
Special emphasis was laid on the expansion of the Intersputnik international telecommunications system as an important goal of the Organization. The key aspect is the procurement of Intersputnik’s own satellite resource based on new spacecraft, and maximum use of Intersputnik’s orbit and frequency resource in cooperation with interested partners. The Operations Committee approved the launch of four new international projects using Intersputnik’s orbit and frequency resource and instructed the Directorate to take steps in order to make sure that Intersputnik’s current satellite projects are implemented. The Operations Committee noted with satisfaction that one of the new projects was aimed to serve the interests of the Republic of Belarus — a Member of Intersputnik. This was embodied in the Memorandum of Understanding signed by Intersputnik and the Ministry of Communications and Informatization of the Republic of Belarus.
Under a separate item of the agenda, the Operations Committee approved Intersputnik’s Finance Plan for 2013.
The next joint session of the Board and meeting of the Operations Committee will be held in the Kyrgyz Republic in June 2013 on the invitation of the Minister of Transport and Communications of the Kyrgyz Republic.

Founded in 1971 under the Agreement on the Establishment of the Intersputnik International System and Organization of Space Communications, Intersputnik is an international intergovernmental organization headquartered in Moscow. Intersputnik is the official distributor of satellite resource and services of the European satellite operator Eutelsat S.A., markets and sells Asia Broadcast Satellite, Intelsat, SES and Gazprom Space Systems satellite capacity, and works together with other regional and domestic satellite telecommunications operators.
Using its intergovernmental organization status Intersputnik filed its own orbit and spectrum resource in a number of geostationary orbital positions. This resource is used under projects with interested partners to establish new satellite telecommunications systems. Today, such projects are in progress with Spacecom and Asia Broadcast Satellite.
