Born on July 16, 1968 in Hanoi, Vietnam. In 1989, graduated from Hanoi Training Teaching College and L.N. Tolstoy Tula State Pedagogical University with full scholarship from the former Soviet Government. 

In 1999 - 2002, attended Hanoi Foreign Trade University majoring in Foreign Trade Economics.  In 2010 – earned MBA from School of Business Management at American Heritage University (CA, USA).

In 1991 – 1998 – served as a Telecom Operator in International Telecom Gateway, International Telecom Center no. 1. The responsibilities were Helping customers, worldwide operators and Training new staffs.

In 1998 – 2007 - worked as an Account Manager of International Accounting & Settlement Division, VNPT-I.

In 2007 – 2008 – worked as Deputy Head of International Accounting & Settlement Division, VNPT-I.

Since 2008 – work as Head of International Accounting & Settlement Division, VNPT-I with main responsibilities such as Credit and Collection payment for Telecom Services; Data Analyst; Cleaning data and making it usable for settlement and analytical purposes; Analyzing data and producing the results in the forms of monthly, quarterly,  annual reports; Prepare ad hoc reports regarding payment status between VNPT-I and other International Telecom Service Providers; International Telecom Revenue/Cost Management; Settlement Rate Update.
